The correct term for intimidation, abduction, assault and murder of civilians in public places, homes and in state custody - by persons under state protection/employment or by persons who are able to escape/get away with such acts without prosecution - is State Terrorism.
The NPC may not wish to use this term.
The UN Human Rights Council has excluded sri lanka from membership because of human rights violations.
So far, "State Terrorism" has not entered UN vocabulary - but is instead referred to as "Human Rights Violations".
